Restormel Borough Council have over the last three years implemented numerous energy efficiency measures across the portfolio of buildings it manages.

The introduction to Restormel Borough Council of the Sea Change Energy Management Systems that TESA HVAC installed and commissioned at three leisure centres and main civic offices have had a major impact in significantly reducing energy costs and carbon emissions.

The support and service of TESA HVAC during this period has enabled Restormel Borough Council to be the best performing authority regarding energy efficiency in Cornwall.

The Energy Management Systems installed and commissioned for Restormel Borough Council have performed so well, the initial outlay for the systems have paid for themselves in under 12 months.

The Governments Energy Performance of Building Directive came into effect on the 1^st of October 2008. The Independent Energy Assessor was very impressed with the measures implemented at the leisure centres.

With unitary status to be confirmed shortly Restormel Borough Council will be exploring additional avenues of energy efficiency with TESA HVAC’s help and support.

General Assessment

The assessments are now complete and the certification will be on display to the general public at the four applicable sites in the main reception areas, as required by the new legislation by 01/10/2008

The ratings range from A to G, A being the top which required renewable and minimal carbon emissions, G rating being very poor and inefficient. Had the energy efficiency work not been carried out over the last two and a half years each site would have received significantly lower ratings. Restormel is now out performing all the other district authorities and County regarding energy efficiency.

Civic Offices

The Civic Offices have received a C Rating, not a true reflection, the government legislation was not completed until August 08, but states that server consumption, air conditioning and leased areas which equate to approx 30% of the buildings load can be metered and the annual energy consumption removed from the buildings overall energy consumption, this work will be carried out shortly and will ensure that next years ratings will be a B.

Polkyth Leisure Centre

Polkyth Leisure have received a B Rating, the monthly gas and electricity consumption figures are still being reduced at this site. The main pool controls can now be controlled by an energy management system/laptop.

Waterworld

Waterworld has received a C Rating, the monthly gas and electricity consumption figures are still being reduced at this site, the delay in networking this year to my laptop has not helped our cause, working towards a B rating next year.

Newquay Sports Centre

Newquay Sports Centre has received a B Rating, there has been major energy consumption reductions made over the last two years, there is little scope for further improvement.
