Simon Whittaker, sales director with TESA (Western), which carried out the work, explained. ‘As the SeaChange is a modular control system, each module is application specific, with preconfigured strategies avoiding the need for in-depth programming costs.
‘Each control module connected to a zone controller provides optimum start/stop for AHUs, boiler hot-water services etc. — adding even more energy savings and helping to keep the space at the correct set point.’
Being able to adjust times and temperatures remotely means the correct temperature set points can be lowered or raised as appropriate to ease staff at the civic centre into working under more finely controlled conditions.
Martyn Perrow summarised, ‘Operation of the system is straightforward, and information is displayed in a logical manner. Being user friendly means we are not afraid to use the system to its full potential.’

General Assessment
The assessments are now complete and the certification will be on display to the general public at the four applicable sites in the main reception areas, as required by the new legislation by 01/10/2008
The ratings range from A to G, A being the top which required renewable and minimal carbon emissions, G rating being very poor and inefficient. Had the energy efficiency work not been carried out over the last two and a half years all sites would have received an F rating. Restormel is now out performing all the other district authorities and County regarding energy efficiency.
Civic Offices
The Civic Offices have received a C Rating, not a true reflection, the government legislation was not completed until August 08, but states that server consumption, air conditioning and leased areas which equate to approx 30% of the buildings load can be metered and the annual energy consumption removed from the buildings overall energy consumption, this work will be carried out shortly and will ensure that next years ratings will be a B.
